The 7-1370 Safety Pipette Filler is used to safely draw liquids into a pipette. 

This red rubber safety pipette filler is a bulb type filler. It has three valves which control the air release, liquid intake, and the dispensing of liquid through either a volumetric or Mohr pipette. The three valves are identified on the unit.
